re PR other/18423 (powerpc-eabisim build broken due to configure skipping fixincludes)

	PR 18423
	* configure.in: Remove all instances of build-fixincludes from
	noconfigdirs.
	(build_configargs): Supply --target to subdirectories.
	* configure: Regenerate.
