RISC-V: Add testcase for scalar unsigned SAT_MUL form 2
Add run and asm check test cases for scalar unsigned
SAT_MUL form 2.
gcc/testsuite/ChangeLog:
* gcc.target/riscv/sat/sat_arith.h: Add test helper macros.
