libstdc++: Minor update to installation docs
libstdc++-v3/ChangeLog:
* doc/xml/manual/intro.xml: Clarify that building libstdc++
separately from GCC is not supported.
* doc/xml/manual/prerequisites.xml: Note msgfmt prerequisite for
testing.
* doc/html/manual/setup.html: Regenerate.
