libphobos: Synchronize libdruntime bindings with upstream druntime

* libdruntime/gcc/sections/elf_shared.d (sizeofTLS): New function.
* testsuite/libphobos.thread/fiber_guard_page.d: Use
__traits(getMember) to get internal fields.
