Set `testcase_timeout' earlier on in `gdb_comm_load'
Move the setting of `testcase_timeout' earlier on in `gdb_comm_load'.
It will be needed for reporting later on. No semantics change.
* config/gdb-comm.exp (gdb_comm_load): Set `testcase_timeout'
earlier on.
