These aren't specific to ELF at all, and seem generally useful.
So pull them out of the ELF backend and into the common core.

The SHF_GNU_RETAIN section flag is an extension to the GNU ELF OSABI.
It is defined as follows:
=========================================================
Section Attribute Flags
+-------------------------------------+
| Name | Value |
+-------------------------------------+
| SHF_GNU_RETAIN | 0x200000 (1 << 21) |
+-------------------------------------+
SHF_GNU_RETAIN
The link editor should not garbage collect the section.
=========================================================
The .section directive accepts the "R" flag, which indicates
SHF_GNU_RETAIN should be applied to the section.
There is not a direct mapping of SHF_GNU_RETAIN to the BFD
section flag SEC_KEEP. Keeping these flags distinct allows
SHF_GNU_RETAIN sections to be explicitly removed by placing them in
/DISCARD/.
bfd/ChangeLog:
* elf-bfd.h (enum elf_gnu_osabi): Add elf_gnu_osabi_retain.
(struct elf_obj_tdata): Increase has_gnu_osabi to 4 bits.
* elf.c (_bfd_elf_make_section_from_shdr): Set elf_gnu_osabi_retain

* elflink.c (elf_link_input_bfd): Copy enabled has_gnu_osabi bits from
input BFD to output BFD.

When -g was used to generate DWARF gas would error out when a .debug_line
already exists. But when a .debug_info section already exists it would
simply skip generating one without warning or error. Do the same for
.debug_line. It is only an error when the user explicitly uses .loc
directives and also generates the .debug_line table itself.
The tests are unfortunately arch specific because the line table is only
generated when actual instructions have been emitted. Use i386 because
that is probably the most used architecture. Before this patch the new
dwarf-line-2 testcase would fail, with this patch it succeeds (and doesn't
try to add its own line table).
gas/ChangeLog:
* as.texi (-g): Explicitly mention when .debug_info and .debug_line
are generated for the DWARF format.
(Loc): Add that it is an error to both use a .loc directive and
generate a .debug_line yourself.
* dwarf2dbg.c (dwarf2_any_loc_directive_seen): New static variable.
(dwarf2_directive_loc): Set dwarf2_any_loc_directive_seen to TRUE.
(dwarf2_finish): Check dwarf2_any_loc_directive_seen before emitting

an elf target.
* testsuite/gas/i386/dwarf2-line-{1,2,3,4}.{s,d,l}: New test files.

This patch adds GNU attribute support to m68k and utilises it to tag the
floating-point calling convention used (hard-float or soft-float). It enables
the linker to ensure linked objects use a consistent floating-point ABI and
allows tools like GDB to infer the ABI used from the ELF file. It is based on
similar work done for PowerPC.

As shown in
https://sourceware.org/bugzilla/show_bug.cgi?id=25490
--gc-sections will silently remove __patchable_function_entries section
and generate corrupt result. This patch adds the section flag 'o' to
.section directive:
.section __patchable_function_entries,"awo",@progbits,foo
.section __patchable_function_entries,"awoG",@progbits,foo,foo,comdat
.section __patchable_function_entries,"awo",@progbits,bar,unique,4
.section __patchable_function_entries,"awoG",@progbits,foo,foo,comdat,unique,1
which specifies the symbol name which the section references. Assmebler
will set its elf_linked_to_section to a local section where the symbol
is defined.
Linker is updated to call mark_hook if gc_mark of any of its linked-to
sections is set after all sections, except for backend specific ones,
have been garbage collected.

Clang's integrated assembler supports multiple section with the same
name:
.section .text,"ax",@progbits,unique,1
nop
.section .text,"ax",@progbits,unique,2
nop
"unique,N" assigns the number, N, as the section ID, to a section. The
valid values of the section ID are between 0 and 4294967295. It can be
used to distinguish different sections with the same section name.
This is useful with -fno-unique-section-names -ffunction-sections.
-ffunction-sections by default generates .text.foo, .text.bar, etc.
Using the same string can save lots of space in .strtab.
This patch adds section_id to bfd_section and reuses the linker
internal bit in BFD section flags, SEC_LINKER_CREATED, for assmebler
internal use to mark valid section_id. It also updates objdump to
compare section pointers if 2 sections comes from the same file since
2 different sections can have the same section name.

Add a flag to control the version of CIE that is generated. By
default gas produces CIE version 1, and this continues to be the
default after this patch.
However, a user can now provide --gdwarf-cie-version=NUMBER to switch
to either version 3 or version 4 of CIE, version 2 was never released,
and so causes an error as does any number less than 1 or greater than
4.
Producing version 4 CIE requires two new fields to be added to the
CIE, an address size field, and an segment selector field. For a flat
address space the DWARF specification indicates that the segment
selector should be 0, and the address size fields just contains the
address size in bytes. For now we support 4 or 8 byte addresses, and
the segment selector is always produced as 0. At some future time we
might need to allow targets to override this.

This functionality will generate a new GNU object attribute for the "data region"
has been added. This object attribute is used
mark whether the compiler has generated code assuming that data could be in the
upper or lower memory regions.
Code which assumes data is always in the lower memory region is incompatible
with code which uses the full memory range for data.
The patch also adds a new assembler directive ".mspabi_attribute" to handle the
existing MSPABI object attributes. GCC will now emit both .gnu_attribute and
.mspabi_attribute directives to indicate what options the source file was
compiled with.
The assembler will now check the values set in these directives against the
options that the it has been invoked with. If there is a discrepancy, the
assembler will exit with an error.

Recently a patch was submitted for a Xen Project test harness binary to
override the compiler specified @object to @func (see [1]). In a reply I
suggested we shouldn't make ourselves dependent on currently unspecified
behavior of gas here: It accumulates all requests, and then
bfd/elf.c:swap_out_syms(), in an apparently ad hoc manner, prioritizes
certain flags over others.
Make the behavior predictable: Generally the last .type is what counts.
Exceptions are directives which set multiple bits (TLS, IFUNC, and
UNIQUE): Subsequent directives requesting just the more generic bit
(i.e. FUNC following IFUNC) won't clear the more specific one. Warn
about incompatible changes, except from/to STT_NOTYPE.
Also add a new target hook, which hppa wants to use right away afaict.
In the course of adding the warning I ran into two ld testsuite
failures. I can only assume that it was a copy-and-paste mistake that
lead to the same symbol having its type set twice.

The `-mfix-r5900' option can be used in combination with e.g.
`-mips2' or `-mips3' to generate generic MIPS binaries that also
work with the R5900 target.
This change has been tested with `make RUNTESTFLAGS=mips.exp
check-gas' for the targets `mipsr5900el-unknown-linux-gnu',
`mipsr5900el-elf' and `mips3-unknown-linux-gnu'.

This patch series is a new binutils port for C-SKY processors, including support for both the V1 and V2 processor variants. V1 is derived from the MCore architecture while V2 is substantially different, with mixed 16- and 32-bit instructions, a larger register set, a different (but overlapping) ABI, etc. There is support for bare-metal ELF targets and Linux with both glibc and uClibc.
This code is being contributed jointly by C-SKY Microsystems and Mentor Graphics. C-SKY is responsible for the technical content and has proposed Lifang Xia and Yunhai Shang as port maintainers. (Note that C-SKY does have a corporate copyright assignment on file with the FSF.) Mentor Graphics' role has been cleaning up the code, adding documentation and additional test cases, etc, to address issues we anticipated reviewers would complain about.

This is a relatively straightforward patch to improve support for the
IBM Gekko and IBM Broadway processors. Broadway is functionally
equivalent to the IBM 750CL, while Gekko's functionality is a subset
of theirs. The patch simplifies this reality and adds -mgekko and
-mbroadway as aliases for -m750cl. I didn't feel it was worth wasting
a PPC_OPCODE_* bit to differentiate Gekko. The patch adds a number of
simplified mnemonics for special purpose register access. Notably,
Broadway adds 4 additional IBAT and DBAT registers but these are not
assigned sequential SPR numbers.

Binutils documentation uses a mix of spelling for the compound word
"command-line X". According to [1]:
"Sometimes compound words are written separately (nail polish),
sometimes with a hyphen (short-sighted) and sometimes as one word
(eyelashes). Often new compounds are written as two separate words and,
as they become more familiar, they are either connected with a hyphen
(-) or made into one word."
I think command-line X is common enough in our industry that the two
workds command and line should be connected. Since command-line is more
common than commandline, I propose to update binutils documentation to
consistently use "command-line" when this is used as an adjective to a
noun (eg. command-line argument, command-line switch, command-line
option and command-line flag). I've left occurences of "the command
line" as is. I've also left gdb, sim and readline alone and have only
touched public documentation (texi and NEWS files).

When trying to run the update-gnulib.sh script in gdb, I get this:
Error: Wrong automake version (Unescaped left brace in regex is deprecated, passed through in regex; marked by <-- HERE in m/\${ <-- HERE ([^ =:+{}]+)}/ at /opt/automake/1.11.1/bin/automake line 4113.), we need 1.11.1.
Aborting.
Apparently, it's an issue with a regex in automake that triggers a
warning starting with Perl 5.22. It has been fixed in automake 1.15.1.
So I think it's a good excuse to bump the versions of autoconf and
automake used in the gnulib import. And to avoid requiring multiple
builds of autoconf/automake, it was suggested that we bump the required
version of those tools for all binutils-gdb.
For autoconf, the 2.69 version is universally available, so it's an easy
choice. For automake, different distros and distro versions have
different automake versions. But 1.15.1 seems to be the most readily
available as a package. In any case, it's easy to build it from source.
I removed the version checks from AUTOMAKE_OPTIONS and AC_PREREQ,
because I don't think they are useful in our case. They only specify a
lower bound for the acceptable version of automake/autoconf. That's
useful if you let the user choose the version of the tool they want to
use, but want to set a minimum version (because you use a feature that
was introduced in that version). In our case, we force people to use a
specific version anyway. For the autoconf version, we have the check in
config/override.m4 that enforces the version we want. It will be one
less thing to update next time we change autotools version.
I hit a few categories of problems that required some changes. They are
described below along with the chosen solutions.
Problem 1:
configure.ac:17: warning: AM_INIT_AUTOMAKE: two- and three-arguments forms are deprecated. For more info, see:
configure.ac:17: http://www.gnu.org/software/automake/manual/automake.html#Modernize-AM_005fINIT_005fAUTOMAKE-invocation
Solution 1:
Adjust the code based on the example at that URL.
Problem 2 (in zlib/):
Makefile.am: error: required file './INSTALL' not found
Makefile.am: 'automake --add-missing' can install 'INSTALL'
Makefile.am: error: required file './NEWS' not found
Makefile.am: error: required file './AUTHORS' not found
Makefile.am: error: required file './COPYING' not found
Makefile.am: 'automake --add-missing' can install 'COPYING'
Solution 2:
Add the foreign option to AUTOMAKE_OPTIONS.
Problem 3:
doc/Makefile.am:20: error: support for Cygnus-style trees has been removed
Solution 3:
Remove the cygnus options.
Problem 4:
Makefile.am:656: warning: 'INCLUDES' is the old name for 'AM_CPPFLAGS' (or '*_CPPFLAGS')
Solution 4:
Rename "INCLUDES = " to "AM_CPPFLAGS += " (because AM_CPPFLAGS is
already defined earlier).
Problem 5:
doc/Makefile.am:71: warning: suffix '.texinfo' for Texinfo files is discouraged; use '.texi' instead
doc/Makefile.am: warning: Oops!
doc/Makefile.am: It appears this file (or files included by it) are triggering

doc/Makefile.am: (rather than in the srcdir) the generated '.info' files that
doc/Makefile.am: appear to be cleaned, by e.g. being listed in CLEANFILES or

doc/Makefile.am: If you want your '.info' files to be placed in the builddir
doc/Makefile.am: rather than in the srcdir, you have to use the shiny new
doc/Makefile.am: 'info-in-builddir' automake option.
Solution 5:
Rename .texinfo files to .texi.
Problem 6:
doc/Makefile.am: warning: Oops!
doc/Makefile.am: It appears this file (or files included by it) are triggering
doc/Makefile.am: an undocumented, soon-to-be-removed automake hack.
doc/Makefile.am: Future automake versions will no longer place in the builddir

doc/Makefile.am: If you want your '.info' files to be placed in the builddir
doc/Makefile.am: rather than in the srcdir, you have to use the shiny new
doc/Makefile.am: 'info-in-builddir' automake option.
Solution 6:
Remove the hack at the bottom of doc/Makefile.am and use
the info-in-builddir automake option.
Problem 7:
doc/Makefile.am:35: error: required file '../texinfo.tex' not found
doc/Makefile.am:35: 'automake --add-missing' can install 'texinfo.tex'
Solution 7:
Use the no-texinfo.tex automake option. We also have one in
texinfo/texinfo.tex, not sure if we should point to that, or move it
(or a newer version of it added with automake --add-missing) to
top-level.
Problem 8:
Makefile.am:131: warning: source file 'config/tc-aarch64.c' is in a subdirectory,
Makefile.am:131: but option 'subdir-objects' is disabled
automake: warning: possible forward-incompatibility.
automake: At least a source file is in a subdirectory, but the 'subdir-objects'
automake: automake option hasn't been enabled. For now, the corresponding output
automake: object file(s) will be placed in the top-level directory. However,
automake: this behaviour will change in future Automake versions: they will
automake: unconditionally cause object files to be placed in the same subdirectory
automake: of the corresponding sources.
automake: You are advised to start using 'subdir-objects' option throughout your
automake: project, to avoid future incompatibilities.
Solution 8:
Use subdir-objects, that means adjusting references to some .o that will now
be in config/.
Problem 9:

Solution 9:
Use AC_LANG_SOURCE, or use proper quoting.
Problem 10 (in intl/):
