* config/tc-mips.c: Allow non-zero offsets from .sdata symbols to
be accessed using the $gp register.
* config/tc-mips.h (MAX_GPREL_OFFSET): Added.
This ensures that the $gp addressing will continued to be used if the
"combine_statics" optimisation is enabled within GCC.
