Changes from binutils net release:
* Makefile.in (DEVO_SUPPORT): Include configure.bat and makeall.bat.
(DISTDOCDIRS): Add `etc'.
(ETC_SUPPORT_PFX): New variable.
(taz): Include anything from etc starting with a word in ETC_SUPPORT_PFX.
