Allow for compilers that do not produce aligned .rdat sections in PE format files.
PR 23872
* scripttempl/pep.sc (pe.sc): Ensure rdata_runtime_pseudo_relocs
are aligned.
* scripttempl/pep.sc (pep.sc): Likewise.
