debug: Create CeaseMultiTest. (#436)
Confirm basic debug still works when other harts have been parked using
a `cease` instruction. Check that the unavailable harts are inaccessible
from gdb.
Add Gdb.expect()
Parse "unknown thread" error from gdb.
