riscv: Add Microchip MPFS Icicle board support
This patch adds Microchip MPFS Icicle board support.
For now, NS16550 serial driver is only enabled.
The Microchip MPFS Icicle defconfig by default builds
U-Boot for M-Mode with SMP support.
