This PR replaces MIRBuilder.buildSplatVector() by
MIRBuilder.buildSplatBuildVector(), so that we emit G_BUILD_VECTOR
instead of G_SPLAT_VECTOR: the latter is incorrect for fixed vectors and
is limited to scalable vectors only.
