[lldb] Abstract scoped timer logic behind LLDB_SCOPED_TIMER (NFC)
This patch introduces a LLDB_SCOPED_TIMER macro to hide the needlessly
repetitive creation of scoped timers in LLDB. It's similar to the
LLDB_LOG(F) macro.
