[CodeGen][NewPM] Split `MachineDominatorTree` into a concrete analysis result (#94571)
Prepare for new pass manager version of `MachineDominatorTreeAnalysis`.
We may need a machine dominator tree version of `DomTreeUpdater` to
handle `SplitCriticalEdge` in some CodeGen passes.
