[VPlan] Add VPWidenIntOrFpInductionRecipe::isCanonical, use it (NFCI).
This patch adds VPWidenIntOrFpInductionRecipe::isCanonical to check if
an induction recipe is canonical. The code is also updated to use it
instead of isCanonicalID.
