[AMDGPU][True16] turn on true16 for all gfx11 devices (#143518)
A follow up patch from https://github.com/llvm/llvm-project/pull/140736.
Set default true16 mode from gfx110x to all gfx11 devices.
Tests has been address in preivous patches.
