[RegAlloc][NewPM] Plug Greedy RA in codegen pipeline (#120557)
Use `-passes="regallocgreedy<[all|sgpr|wwm|vgpr]>` to insert the greedy
RA with a filter and `-regalloc-npm=<type>` to control which RA to use
in existing pipeline.
