[InstCombine] Support folding intrinsics into phis (#151115)
Call foldOpIntoPhi() for speculatable intrinsics. We already do this for
FoldOpIntoSelect().
Among other things, this partially subsumes
https://github.com/llvm/llvm-project/pull/149858.
