[ARM] Add the Arm Cortex-M85 scheduling model
This patch adds a scheduling model for the Arm Cortex-M85 CPU and is based on the Software Optimisation Guide made available at https://developer.arm.com/documentation/107950/0100.
The model was written by David Penry.
