[flang] Fold MAXVAL & MINVAL
Implement constant folding for the reduction transformational
intrinsic functions MAXVAL and MINVAL.
In anticipation of more folding work to follow, with (I hope)
some common infrastructure, these two have been implemented in a
new header file.
