[PowerPC]: Add powerpcspe target triple subarch component
Summary:
This allows the use of '-target powerpcspe-unknown-linux-gnu' or
'powerpcspe-unknown-freebsd' to be used, instead of
'-target powerpc-unknown-linux-gnu -mspe'.
