Revert "[OpenMPOpt] ICV Tracking"
There appears to be some kind of memory corruption/use-after-free/etc
going on here. In particular, in `OpenMPOpt::deleteParallelRegions()`,
in `DeleteCallCB()`, `CI` is garbage.
WIll post reproducer in the original review.
This reverts commit 6c4a5e9257bac022ffe60e466686ba7fc96ffd1a.
