[LoopVectorizer] NFC: Return ElementCount from compute[Feasible]MaxVF
Interfaces changed to return `ElementCount`:
* LoopVectorizationCostModel::computeMaxVF
* LoopVectorizationCostModel::computeFeasibleMaxVF
This is NFC for fixed-width vectors.
