[RISCV][Clang] Add more RVV Integer intrinsic functions.
Support below instructions.
1. Vector Integer Add-with-Carry / Subtract-with-Borrow Instructions
2. Vector Integer Comparison Instructions
3. Vector Widening Integer Multiply-Add Instructions
