Revert "[AArch64][PAC] Support BLRA* instructions in SLS Hardening pass" (#97887)
This reverts commit 88b26293a24bdd85fce2b2f7191cc0a5bc0cecfe due to failures of CodeGen/AArch64/speculation-hardening-sls-blra.mir
