* stdlib/grouping.h: Correctly handle multibyte thousands
separator and decimal point.
* stdlib/stdtod.c: Likewise.
* sysdeps/generic/strtol.c: Likewise.
* locale/categories.def: Add entries for wide character decimal point
and thousands separator in numeric and monetary category.
