Update.
* catgets/Depend: New file. Add intl.
* catgets/Makefile (tests): Add tst-catgets.
(generated): Remove de.msg.
(generated-dirs): Add de.
Add dependency if tst-catgets output on de/libc.cat.
* catgets/tst-catgets.c: New file.
