* Makefile.in (autoconf-common autoheader-common): Pass `-l
../common' to autoconf and autoheader. Unconditionally run
autoconf in every subdir.
(autoconf-changelog autoheader-changelog): Unconditionally run
commands in every subdir.
(autoconf-install autoheader-install): Likewise.
