LoongArch: Move ifunc info to rela.dyn from rela.plt.
Delete R_LARCH_IRELATIVE from dynamic loader (glibc ld.so) when
loading lazy function (rela.plt section).
In dynamic programes, move ifunc dynamic relocate info to section
srelgot from srelplt.
