Don't conflate HAVE_GETRUSAGE & HAVE_SYS_RESOURCE_H. Use the latter to include the header and nothing else. Use the former to determine whether to use the function and nothing else. If we find a system that doesn't follow POSIX and provides only one of these, we can figure out how to support it then. The manual local definition is clashing with the system ones and leading to build failures with newer C standards. sim/ppc/emul_netbsd.c:51:5: error: a function declaration without a prototype is deprecated in all versions of C and is treated as a zero-parameter prototype in C2x, conflicting with a previous declaration [-Werror,-Wdeprecated-non-prototype]

We have many uses of unistd.h that are unprotected by HAVE_UNISTD_H, so this is more formalizing the reality that we require this header. Since we switched to gnulib, it guarantees that a unistd.h exists for us to include, so we're doubly OK.

...by reordering includes. 1. sim-utils.c sim/mips/sim-main.h defines UserMode, while there is a struct in winnt.h which has UserMode as a member. So if sim-main.h is included before winnt.h, compilation fails. 2. ppc registers.h defines CR, which is used as a member in winnt.h. winsock2.h is included by sys/time.h, so sys/time.h has to be included before registers.h. This updates the sim so that it unconditionally uses sys/time.h. This is in agreement with existing code, and a recent change to BFD. Since we require C11 now, we can assume many headers exist, and clean up all of the conditional includes. It's not like any of this code actually accounted for the headers not existing, just whether we could include them. The strings.h cleanup is a little nuanced: it isn't in C11, but every use of it in the codebase will include strings.h only if string.h doesn't exist. Since we now assume the C11 string.h exists, we'll never include strings.h, so we can delete it.
