tools: update node-lint-md-cli-rollup lockfile

This includes an update for chownr from 1.0.1 to 1.1.1, which means a
fix for the issue described in
https://github.com/isaacs/chownr/issues/14. While not a
user-facing issue, it seems like a good idea to patch promptly anyway.
