src: use MaybeLocal.ToLocal instead of IsEmpty

This commit suggest using MaybeLocal.ToLocal and passing in the
Local<Function> fn.

The motivation for doing this is that the following
MaybeLocal.ToLocalChecked call can then be avoided.
