Update deprecated APIs to prepare for Chisel 5 

- `IO` was moved from `chisel3.experimental` to `chisel3`
- Calls to `fire` with empty parens need the parens removed
- `DataMirror` was moved from `chisel3.experimental` to `chisel3.reflect`
