Fix bugs in STFCompressedIFStream::seek()

Fix race condition in STFCompressedOFStream that caused incorrect chunk PCs to be written to a compressed STF

Add error checking to STFIFstream::seek()

Fix STFInstReader::iterator class to properly handle case where we
have already attempted to fill the instruction buffer but no
instructions were read (iterator is set to end iterator in this case).
