Stoptime clarification per architecture review (#699)



* Clarify stoptime definition per architecture review feedback

* Further stoptime clarification

* Allow mtime to stop when stoptime=1 and all harts are halted.

* Apply suggestions from code review

Define time and mtime as registers in LaTeX.
