Fix wrong bits referred to in sctrctl.

M enable and MTE have moved to bits 2 and 9. Fix
this in sctrctl csr section.

remove sctrctl.U from list of bits that control what is recorded on a virtualization mode transition

Rephrase text to avoid implying that siselect/sireg* and vsiselect/vsireg* implicitly access the same state for the same index value as miselect/mireg*

remove reference to read-only or hard-coded bits in DEPTH.  just say DEPTH is WARL, and implementations can select which values to support.

clarify transfer types. add tables that provide mappings from encodings to names to opcodes, with new linkage terminology
change names of inhibit bits for direct/indirect jumps, to match revised descriptions
