fix a typo - wrong footer

fix a typo - zcmt instead of zct

fix a typo in zcf prerequisite.

Fix indents for prerelease input on workflow_dispatch.

This allows a pre-release to be generated when running a build using
workflow_dispatch. The name of the release will be based off the tag or
branch name, so running it off a branch with a name similar to v0.1.0 is
advised.

The name of the PDF was still set to the template's "example-spec.pdf".
This updates it to the name of the current output file.

Ignore PDF files, asciidoctor working files, and WaveDrom diagram files.

I've changed the layout of this repo to more closely mirror
https://github.com/riscv/docs-spec-template



Since the working adoc files are located in a subfolder, I've updated
the Makefile to point at that "root file". An "header.adoc" should be
added that more closely matches the template header.
