Add Sail code from Nambi to documentation

None of the Sail code is actually functional, and some instructions were
skipped because the including it in the state it's in would be
pointless.

The Sail Asciidoc plugin is a Makefile variable for the time being until
the gem is published

Add missing build dependencies

Updating ruby version.
