Add a Dockerfile to generate SDK pre-built firmwares

It's convenient to have opensbi pre-built (generic) firmware to use as
'BIOS' when running QEMU 'bare-metal' workload.

Build and export only the 'generic' firmwares running on QEMU 'virt'
config, no library, no other real firmware for now.
