lib: sbi: Enable Svpbmt extension in the menvcfg CSR 



The menvcfg.PBMTE bit is read-only zero when Svpbmt extension is not
available so we try to enable menvcfg.PBMTE bit irrespective whether
Svpbmt is available or not.
