Update dev packages version numbering

Workaround for issue rv/it/int/infra#2098

Change the version/debian_revision we are putting on the Ubuntu
rivos-sdk packages to match the new regular expression in Gitlab 15+.

With an example:
- main version: 0.3.0-20220728T054431.g765243c3
- old dev version: 0.3.0-~dev+foo+bar+20220728T054008.g765243c3
- new dev version: 0.3.0-0~dev+foo+bar+20220728T054008.g765243c3
