debian/control: Add Breaks+Replaces tag for libhugetlbfs-bin

ld.hugetlbfs moved from libhugetlbfs0 to libhugetlbfs-bin in 2.21-2
but didn't specify Breaks+Replaces. This broke upgrade of the package
in testing. Fix this.
