Declare Gould configuration obsolete:

	* configure.host, configure.tgt: Comment out Gould configs.
	* Makefile.in: Comment out Gould-related actions.
	* gould-xdep.c, gould-tdep.c, config/gould/*: Comment out.
	* NEWS: Mention obsolete status.
And the first one bites the dust...
