Rotate gdb/ChangeLog 

As a results of the rotation, this introduces a new file which
needed to be added to DJGPP's fnchange.lst.

gdb/ChangeLog

       * config/djgpp/fnchange.lst: Add entry for gdb/ChangeLog-2020.
