libbacktrace: don't run --build-id tests if it is not supported 

	PR libbacktrace/108297
	* configure.ac: Test whether linker supports --build-id.
	* Makefile.am: Only run --build-id tests if supported.
	* configure, Makefile.in: Regenerate.
