PR binutils/14028 

	* configure.in: Invoke ACX_HEADER_STRING.
	* configure: Regenerate.
	* config.in: Regenerate.
	* sysdep.h: If STRINGS_WITH_STRING is defined then include both
	string.h and strings.h.
