Remove now unneeded #ifdef check for NT_NETBSD_PAX. 

NT_NETBSD_PAX was defined in commit be3b926d.

binutils/ChangeLog:

	* readelf.c (process_netbsd_elf_note): Remove now unneeded #ifdef
	check for NT_NETBSD_PAX.
