Added a browswer window selection combo box to clipping planes dialog so that user knows which window is being affected and also to prevent a crash if the selected clipping browser window is closed.

When a browser window is closed, any WuQDialogNonModal instances must be reparented.  A step that was missing was updating these WuQDialogNonModal instances so that they no longer reference a closed window and this step has been added.  This fixes a crash caused by the Custom View Dialog trying to access a browser window that had been closed.

Resolve WB-390: In Charting Map Indices Should Start with 1 not 0.  For data-series data displayed in a chart, the minimum X-value was zero but should be one so that it matches the map indices.  In addition, the axis label logic was changed so that values are displayed at the minimum and maximum edges of the axis (most of the time).

Accessing resources to find help pages in resources so that names of help pages do not need to be in the source code.

Resolve WB-382: Implement draw borders as unstretched lines to remove borders that are erroneously drawn near cuts.  In addition, border points that are barycentrically projected to three edge nodes are inhibited from display when unstretched lines is enabled (prevents border points off the surface).

Started to add logic to avoid drawing border points that project to 'edge' nodes.  It is disabled at this time.

Resolve WB-382, Add unstretched lines for border drawing so that extremely long border lines are not drawn connecting cut edges of the surface.
