WB-907 Free Hand Lines: Fixed some issues with poly lines.  If user is drawing poly line in a tab space but some vertices are outside the tab, allow and successfully convert to window space.  Fixed some issues with copying and pasting.  Still need to fix paste and change space for poly line.  Also, updated tooltips for poly line drawing button in annotation mode toolbar.
