Moved chart axis titles from ChartOverlaySet to each chartable file. For... 

Moved chart axis titles from ChartOverlaySet to each chartable file.  For display of chart axis titles, added selection of chart layer for source of title to chart axes toolbar.  Also fixed crash in line chart history dialog when history was cleared and new data was loaded.
